Warrren Buffet's railway bet on commodities?

The Baseline Scenario interprets Warren Buffet’s Railway investment as a be ton commodities.

It is certainly an interesting explanation, but it fails to explain one thing: why bet on commodities in this way? There are a lot of ways of investing in commodities, why choose this.

The price Buffer has paid does not look like a bargain, especially given that Buffet is usually very much a value investor.
